Seismic

Seismic Retrofit in Solana Beach

Solana Beach's 2023 hazard plan ranks earthquake as a high hazard, and 69 percent of the city's housing predates 1980. A retrofit is a measured way to address known vulnerabilities in older buildings.

In brief

  • The County’s 2023 hazard annex for Solana Beach rates earthquake as a High hazard with a likely probability.
  • Most local housing was built before modern seismic detailing; 68.8 percent predates 1980.
  • Retrofits for single-family wood-frame homes are often prescriptive; multi-unit and hillside buildings typically require engineering.
  • ZIP 92075 appeared on the 2025 Earthquake Brace + Bolt program list. Confirm the current cycle.

Why earthquake preparedness applies here

Of all the hazards profiled in the 2023 annex for Solana Beach, earthquake received the highest rating. The annex does not predict a particular event, and no one can. It does establish that regional seismic shaking is a planning concern for the City and, by extension, for owners of older buildings.

The age of the building stock is the other half of the picture. Census estimates show that half of Solana Beach’s housing units were built in the 1970s and another 18 percent earlier. Construction from those decades generally predates current requirements for anchorage, bracing, and connections.

Vulnerabilities we look for

Unanchored sill plates. In older wood-frame homes, the connection between the wood frame and the concrete foundation may be absent or inadequate. In strong shaking, the house can shift off its foundation.

Unbraced cripple walls. Short wood walls between the foundation and the first floor are common in raised-floor homes. Without sheathing, they can collapse sideways. See raised foundation repair.

Ground-level openings in multi-unit buildings. Buildings with parking or large openings at the ground floor have less wall to resist lateral forces. This is a recognized vulnerability in multi-unit construction of the era and requires engineering evaluation. With 26.7 percent of Solana Beach units in buildings of five or more units, it is a relevant question for associations. See HOA and condominium structural repair.

Rooms over garages. Living space above a wide garage door opening in single-family homes.

Foundation condition. Anchoring a building to deteriorated concrete provides limited benefit. We assess the foundation first, including corrosion damage on buildings near the coast.

Scope under a prescriptive standard

For a single-family wood-frame home within the scope of a prescriptive standard:

  1. Foundation anchor bolts or retrofit plates connecting the sill to the foundation.
  2. Structural panel sheathing on cripple walls, fastened to a specified pattern.
  3. Connection hardware where required.
  4. A building permit and City inspection.

For homes outside prescriptive limits, including many hillside homes, and for multi-unit buildings, a structural engineer designs the retrofit. We coordinate with licensed engineers as needed and construct to their plans.

State grant assistance for ZIP 92075

ZIP code 92075 appeared on the 2025 Southern California list for Earthquake Brace + Bolt, a California Residential Mitigation Program initiative that contributes toward qualifying single-family retrofits. Terms are set cycle by cycle. An owner should review the terms in force before assuming any contribution.

Process

  1. Evaluation. Crawl-space and foundation inspection, existing connections, and building configuration.
  2. Recommendation. Prescriptive retrofit or engineered design, with the reasoning explained.
  3. Permit. City building permit. Whether any coastal review applies depends on the scope; the Coastal Commission makes that call in Solana Beach, and we raise the question early.
  4. Construction and inspection.
  5. Records. Photographs of installed hardware for your files and for future buyers.

Questions from owners and boards

Are bluff-top buildings evaluated differently for seismic work?

The structural approach is similar, but the site adds considerations: distance from the bluff edge, the soils, and any existing caissons or upper-bluff systems. Input from a geotechnical engineer is often part of the evaluation.

Our condominium building has parking beneath the units. What should the board do?

Begin with an engineering evaluation of the building’s lateral system. We can coordinate that evaluation and any resulting work.

Are chimneys part of a seismic retrofit?

Masonry chimneys are a recognized weak point in earthquakes. Bracing, or replacing the upper portion with a lighter flue, is sometimes recommended, and it is usually a separate scope from foundation bolting.

Will retrofit work affect a future sale?

Documented retrofit work is generally useful information for buyers. Keep the permit and photographs.
